Arrest Made In Animal Abuse Case

On July 28, 2026, Lincoln City Police Detectives processed the arrest of Nicholas Mumma, related to charges of animal abuse in the second degree. Key information was provided to Lincoln City Police Detectives on Monday by a previously unidentified witness in the case.

The animal associated with the charges, Elyon, is currently under the care of Lincoln County Animal Services. Lincoln City Police Department (LCPD) encourages those with information or video evidence to contact the police directly. This greatly increases their ability to validate the source for evidentiary purposes.

Public attention regarding this case came to light when citizens recorded video of the suspect, later identified as Mr. Mumma reportedly yelling at his German Sheppard dog. LCPD reported that they had received over 21 complaints related to suspected abuse of Elyon in the past 9 months. LCPD had Elyon evaluated by a veterinarian, that according to their Police report did not show abuse of the dog.

LCPD worked closely with Lincoln County Animal Service deputies during the investigation. Additional evidence and probable cause was needed before an arrest could be made. As soon as detectives received that additional information they were able to move forward with an arrest.
