Environmental Concerns Addressed At Waldport Council Meeting

The Waldport City Council met Thursday, January 15, to address ongoing questions surrounding material placement near city wastewater infrastructure and to outline early steps in the city’s upcoming budget process. Following approval of the consent agenda, which included routine financial and administrative items, councilors received a report from City Manager Dann Cutter regarding concerns tied to the grinder pump site at the end of Ball Street. Cutter said the Oregon Department of Environmental Quality (DEQ) conducted multiple site visits through both its Solid Waste and Waterways divisions.
According to Cutter, DEQ staff found no regulatory violations and no evidence that hazardous materials were entering nearby waterways. DEQ identified a potential concern only in the event of a catastrophic road failure, but recommended limited mitigation rather than removal of the existing material. At previous meetings, residents had voiced skepticism about the site, raising questions about road slope stability, salmon habitat protection, and the handling of street sweepings and material dumping.
At the November meeting, Mayor Lambert acknowledged the frustration expressed earlier in the process and emphasized the importance of maintaining open communication as the issue continues to be evaluated. Cutter added that city staff are exploring alternatives that would avoid placing a culvert across a waterway, citing long‑term environmental risks such as blockage and habitat disruption. Written confirmation of DEQ’s findings is expected and will be shared publicly once received. As of January 21st no letter of findings has been posted.
The council also reviewed a proposed schedule for development of the fiscal year 2027 budget, including dates for budget committee meetings, workshops, and public hearings. Staff encouraged public participation, noting that the budget committee provides detailed oversight of city spending and priorities.
In other business, the city was informed that Waldport’s Sheriff’s Office law enforcement coverage has been reduced under the current contract, with the city now served by one shared deputy with Yachats. The council also voted not to renew the city’s contract with the Lincoln County Water System Alliance. Additional discussion items included proposed updates to city ordinances related to outdated language regarding water service shutoffs and cancellation of a contract with the Lincoln County Water System Alliance.
