Concerned Citizen Report Leads To Arrest

On Friday July 31, 2026, around 1:00 AM, a concerned citizen witnessed subjects actively cutting Electric Vehicle chargers at the Lincoln City Outlet Mall and immediately notified Lincoln City Police (LCPD). Officers surrounded the Outlet Mall and intercepted the suspects as they were leaving in a blue Honda Ridgeline.


Both suspects were taken into custody without further incident. A search warrant was obtained and executed, leading to the recovery of over two dozen heavy-duty electric vehicle charging cables and a list of targets throughout Lincoln and Marion Counties.


The suspects were identified as 48-year old Stephanie Williams and 56-year old Bradley Carter. The two were lodged on the following charges into the Lincoln County Jail: Criminal Conspiracy, Theft 1st Degree, Criminal Mischief 1st Degree, Possession of Burglar Tools, Possession of Methamphetamine, and Possession of Fentanyl.
