Next Phase Of Schooner Creek Discovery Park Approved

In a significant step forward for local recreation, the Lincoln City, City Council has approved the sixth amendment to the progressive design-build agreement for Schooner Creek Discovery Park, paving the way for the final phase of the park’s development. At the recent council meeting, parks and recreation director Jeannie Sprague presented an update on the park’s progress, noting that construction is already 50% complete for the current phase, with phase two expected to wrap up by December.
The newly approved amendment covers the final design for phase three, which will include a turf multi-sport synthetic field, pickleball courts, fencing, picnic shelters, a covered multi-sports court, new pathways, plantings, irrigation, and right-of-way improvements. The design contract for this phase totals $432,278.77, including a 10% contingency, and is part of a larger $5 million budget for phase three.
Council members discussed the project’s scope and funding, clarifying that the $432,000 figure is for design only, with construction costs budgeted separately. Funding for the park has come from a mix of sources, including the city’s general fund, property taxes, tourism tax revenue, grants, and legislative funding. For the final phase, the city plans to secure a bank bond, to be repaid over time as additional funding becomes available. The council also addressed questions about the project’s timeline and amenities.
If all goes according to plan, residents can look forward to playing pickleball and enjoying the new facilities by December 2026. The motion to approve the amendment passed unanimously, reflecting strong council support for the project.
