Early on March 21st, just after midnight, police and sheriff's deputies got a call about an intoxicated man, later identified as 44-year-old Johnson Rin from Portland, who was firing a handgun inside his condo on Bay Blvd. It was reported that Rin had threatened family members staying with him and then discharged the firearm, prompting the family—who included a young child—to escape and call for help.
When authorities arrived, they quickly secured the area and learned that Rin had fired two shots inside the condo: one into the ceiling, where other guests could have been sleeping, and another into a closet door. Attempts to negotiate with Rin over the phone were unsuccessful; he refused to come out and remained locked in his room. The Lincoln County Tactical Response Team (TRT) stepped in, evacuating nearby apartment residents for their safety while hostage negotiators tried to bring the tense situation to a peaceful end.
To help gain compliance, TRT deployed a heavy armored vehicle and used noise flash diversionary devices, commonly known as flashbangs. Around 8 AM, Rin finally surrendered to the officers and was taken into custody. After obtaining a search warrant, police found a 10mm Glock handgun, two shell casings, and evidence of the shots fired in Rin’s room. Rin now faces serious charges, including unlawful use of a weapon, menacing and reckless endangerment of multiple people.
Newport Police were assisted by several local agencies, including the Lincoln County Sheriff’s Office, Newport Fire Department and Pacific West Ambulance. The Lincoln County Interagency Tactical Response Team is made up of members from the Lincoln County Sheriff’s Office, Lincoln City Police Department, Toledo Police Department, and Newport Police Department. The investigation is still ongoing, and anyone with information is urged to reach out to Officer Eshleman at the Newport Police Department.
