Private Security Guard Arrested After Harassment Complaint

On January 20th, 2026, at approximately 2:30 AM the Toledo Police Department dispatched to a report of potential harassment of an adult female by an adult male wearing a law enforcement style uniform and equipment including firearm near the Toledo Port parking lot.

According to the arrest report, the female victim was contacted by law enforcement and disclosed that the male suspect was operating a grey sedan with the word “patrol” written on the side of the vehicle.


The alleged victim was initially confused if the male was a police officer and engaged in conversation initiated by the man. He eventually identified himself as a private security guard who then initiated sexually suggested conversation which culminated with the man exiting his vehicle, brandishing his firearm, and making inappropriate sexual contact with the victim. The female victim was able to disengage with the male suspect and make contact with an unrelated security guard (and company) who was contracted by Georgia Pacific. The security guard ensured the victim was safe and made the call to law enforcement to report the incident.


Through investigation it was determined the male suspect was identified as Charles Belt III, and that Mr. Belt was employed by TCB Security and on “duty” at the time of the incident.

Since this incident a second female was contacted and advised Mr. Belt had also contacted her in the course of his security duties and made similar sexualized comments to her.


On January 26th, 2026, an Officer with the Newport Police Department was able to locate Mr. Belt and take him into custody. All suspects are presumed innocent until proven guilty in a court of law. Additionally, Toledo Police would like to remind the public that some security services utilize uniforms, vehicles and equipment which resemble sworn law enforcement, external vests, duty belts, patches, badges and display rank insignia modeled after military and law enforcement rank structure. The similarities may confuse individuals who are less familiar with mandatory differences designated by Oregon Administrative Rule. Individuals are encouraged to report misconduct by anyone in a security, law enforcement, or similar uniform.


In a statement on Facebook TCB Security said they take this matter extremely seriously. "The alleged actions of this individual do not reflect the values, standards, or expectations of our company. This employee had been with our organization for less than five months, and their alleged conduct is not representative of the professionalism demonstrated by the rest of our team. As soon as we were made aware of the situation, we took immediate and decisive action. The employee’s employment was terminated, and we have fully cooperated with law enforcement from the outset. We continue to provide any information or assistance requested and remain committed to supporting the investigative process."
