The Toledo City Council met in executive session on Wednesday June 14, 2023 to discuss applicants for the city manager position. In April city manager Judy Richter announced her retirement. The city has been working with Stacy Marple with Government Personnel Services to vet applicants. After discussion the council unanimously selected Doug Wiggins of Cove Oregon, subject to competing the background check.
Richter has been city manager for just over 3-years. She worked for the city in the finance department prior to becoming city manager. Her last day will be September 1. She stated "This is one of the greatest jobs I've ever had". Mayor Rod Cross said he has enjoyed working with Judy over the years "She has brought teamwork and an atmosphere of comradery that is essential to small town operations."
Mr. Wiggins has local govenment management experience as he is currently the city administrator for the city of Union in eastern Oregon since 2018. According to his reseme he has a proven track record of success in supervising cityās daily operations, creating budget and expenditure plans, and recommending issues to council for prompt resolution. Well-versed in exploring and seeking community development opportunities, cultivating cooperative relationships and grant management skills.
After making the selection Mayor Cross stated "This is a time of sadness and hopeful joy. We feel Mr. Wiggins will bring the same comradery and teamwork environment that has already been established in the city by Judy." Cross added "His experience should allow the city to take the next steps with urban renewal, and creating an insfrustructure, arts and culture disftrict. He should be a good reflection of Toledo."
