Woman Assaults Officers When They Try To Remove Her From Walking In The Road Disrupting Traffic

On February 6, 2026, at approximately 7:45 a.m., officers with the Toledo Police Department responded to multiple reports of a female walking in and out of traffic along Business Highway 20 near Northwest Dundon Road, creating a significant safety hazard for herself and motorists. Officer Christian Bailey and Sergeant Aaron Pitcher responded to the calls and located the individual, later identified as 32-year old Emily Pearl Wiltrout who appeared to be in crisis and was observed acting erratically, sweating profusely, and speaking rapidly.
Officers attempted multiple times to contact Wiltrout, offer assistance, and guide her to a safer location. She repeatedly declined help and continued to enter the roadway, forcing vehicles to stop and swerve to avoid her. At approximately 9:07 a.m., officers received additional information from an off-duty Oregon State Police sergeant who reported nearly striking the female with his vehicle and observed her pulling forcefully on a dog’s leash in a manner that lifted the animal’s front legs off the ground.
When officers attempted to place Wiltrout into custody due to the immediate danger she posed to herself and others, she resisted arrest, scratched and clawed at officers, and continued to struggle. During the arrest process, Wiltrout kicked an officer in the face and later spit on the officer while being transported to the Lincoln County Jail.
Wiltrout was lodged at the Lincoln County Jail and charged with:
• Assaulting a Public Safety Officer
• Aggravated Harassment
• Resisting Arrest
• Disorderly Conduct in the Second Degree
In addition, the Toledo Police Department has opened an active investigation into potential animal abuse related to this incident. The dog involved was transported to an animal control officer for care and follow-up. It was also learned that Wiltrout was on supervised felony probation out of Benton County, and her probation officer placed a detainer in connection with this case.
