During the Newport City Council meeting on January 21st Newport Police Chief Malloy presented Officer Abraham Felix with the Life Saving Award. Chief Malloy explained that on December 10, 2024, at about 10:50pm Officer Felix responded to a report of an unconscious 36-year-old male at the Circle K on N Coast Highway in Newport and was first to arrive on scene. The male was having difficulty breathing. Officer Felix was the first responder to arrive on the scene and confirmed the male appeared to be in medical distress and had possibly overdosed. Officer Felix administered Narcan, but did not detect signs of the patient's condition improving and began performing chest compressions.

A bystander assisted Officer Felix with chest compressions while Officer Felix retrieved an Automated External Defibrillator (AED) from his patrol vehicle. He applied the AED to the subject’s chest and then continued giving chest compressions to the patient until medical personnel arrived on the scene and the patient was revived. Officer Felix’s quick action directly assisted in the successful resuscitation efforts of the patient so the man could be stabilized and transported to the hospital for further medical care.

Officer Malloy stated "By acting in the performance of his duties and committing an overt act that directly saved the life of another human being, Officer Felix’s actions have met the definitions and requirements to be awarded the Newport Police Department Life Saving Medal." Malloy added "Officer Felix’s diligence, perseverance, and devotion to duty are most heartily commended, and in keeping with the highest traditions of the Newport Police Department."
