On Wednesday March 27, 2019, at approximately 8:17 p.m., the Seaside Police Department responded to a motor vehicle crash involving a pedestrian at the intersection of S. R oosevelt and Ave. I. The pedestrian was identified as Francis Picard, 71, of Seaside who was transported to Columbia Memorial Hospital after sustaining serious injuries. The driver of the involved vehicle was Lanny Shuler, 68, of Seaside. Driver impairment does not appear to be a contributing factor for the crash. Shuler stopped immediately after the incident, began assisting at the scene of the crash and is cooperating with the investigation.
The initial investigation determined that Picard was walking eastbound and crossing S. Roosevelt (Hwy 101) near Seaside Stop & Go. While walking in the northbound lane of travel he was struck by the northbound vehicle. Contributing factors as to why Picard may have been struck include nighttime, limited visibility and dark, non-reflective clothing worn by Picard.
