Pedestrian Safety Enforcement Yields 14 Citations

The Lincoln City Police Department conducted a Pedestrian Safety Enforcement operation on Monday July 13th, 2026 on Hwy 101 in the area of SE 9th St and Highway 101. Fourteen drivers received citations for violation of ORS 811.028 Fail To Yield to Pedestrian in Crosswalk. Many were also provided the statute numbers from their own states which mirror Oregon's language.


With the use of a decoy pedestrian clad in bright red, Lincoln City Police hoped to raise awareness of drivers through education and enforcement of pedestrian right of way laws. The operation was conducted on a sunny day between the hours of 1 p.m. and 3 p.m. Large yellow warning signs were posted in the pedestrian safety operation zone a day prior and remained up through the end of the event.


In Oregon, and most states, pedestrians have the right of way at all intersections, whether marked or unmarked, unless clearly indicated otherwise. Drivers should be yielding when they see a pedestrian at an intersection indicating an intent to cross. Funding for the Pedestrian Safety Enforcement operations are made possible through a grant from Oregon Impact and Oregon Department of Transportation.
